Get Valid Signature Keys

https://management.sandbox.particlehealth.com/v1/:getValidSignatureKeys

This method will return all valid SignatureKeys for a Notification. If SignatureKeys have been rotated, it will return both the current active SignatureKey as well as the soon to be expired SignatureKey(s). The current active SignatureKey will always be listed last.

The resource name the SignatureKeys are nested under. Should be formatted as projects/{project_id}/notifications/{notification_id}. SHould be formatted as notifications/{notification_id} for organization-level notifications.
